Loan profile under Gov. Bindo’s administration is 44B not 115B- Commissioner faults Fintiri’s transition committee

Following the report of Transition committee of the Adamawa state Governor Elect,Rt Hon Umar Fintiri where it asserted that 115 billon naira was a debt profile incurred by Governor Muhammadu Umaru Bindo’s led administration.
The state commissioner of finance,Alhaji Manhood Sali Inusa,Monday afternoon upon an invitation by the state House of Assembly to explain the non payment of April salaries said that 115 Billion Naira is not what Bindo’s led administration incurred as a debt profile for the state.
Hon Sali faulted the committee’s report by saying that the 115 Billion referring to are tangible and intangible debt profile accumulated over a long period of time with all past regimes of Adamawa state having their own share of the debt profile.
According to him the loan profile under Governor Muhammadu Umaru Bindo’s administration and other past administrations stands at 44 Billion Naira not 115 Billion Naira as reported by the committee,and it is because when they came on board the economy of the country was in total shambles,and it took the intervention of federal government to saved States in financial crisis with bail out and Paris club funds.
“This loans are accumulated over a Long period of time,successful administration that took loan on due process any government that comes to be must service the loan
“Other administrations took loans and left office without paying, this government service the loan because the loans followed due process.’ ‘Sali said
The Monday plenary of the state Assembly where Rt Hon Kabiru MijinYawa presided and a Motion under, “Matters of Urgent Public Importance” was moved by Abdullahi Yapak (APC-Verre) and seconded by Hammanjoda Umar (APC- Jada/Mbulo), summoned the commissioners of finance and commissioner of LGA and Chieftaincy affairs to explain the non-payment of April salary to workers in the state.
At the floor of the House while responding to question by the Member representing Uba/Gaya,Hon Mohammed Hayatu over the non payment of April salaries ,the Local Government and Chieftaincy Affairs commissioner, Mohammed Barkindo Aliyu said they have not been having problem of salaries payment until march this year the bank (UBA) where ministry’s account is,concocted excuses and keep dragging the payment on ground that they ” received order from above not to pay”,and same goes to the month may.
Barkindo said the account of the ministry is well funded with over 3.129 Billion Naira to pay the April salaries since last week but frustrating the payment for not just genuine reason.
While tendering evidences of schedule pay of April since the 17th of May to the Honourable House, he said the ministry collects debt to augment the allocation they have been receiving from Abuja but yet the power that be from above are strangling the payment to the people of Adamawa state.
“I’m delighted to be here to tell you the situation of things in Adamawa state over the non payment of April salaries, I’m tendering evidences of salaries scheduled on the 17th of this month to tell you we are set for salaries payment and to avoid excuses from the bank but they kept on telling us that they have not gotten approval from above.
” For goodness sake this money belongs to Adamawa state,we owe them and they have to pay the LGA workers of Adamawa their Salaries. Is like they have an authority outside the present one we have now.” He said
In his response, Commissioner of Finance, Hon Mahmoud Sali said the non payment of April salaries to the state civil servants Is not far fetch from the bank refusal to pay.
According to him ,Zenith bank operates the state civil servants account as the payment bank that the Account is rich to pay even April and May salaries,but why the Bank is not complying with the government directives according to the bank manager is as a result of an order from above.
Sali revealed that after non compliance of an instruction from Accountant General and commissioner of finance, an official letter addressed to the manager by the Executive Governor of Adamawa state, HE Muhammadu Umaru Bindo will be tender to the bank manager today (Monday) instructing them to pay the workers of Adamawa their Salaries.
He is confident that the state’s account is fully funded and can pay the April salaries comfortably.
Also during the plenary a motion was raised by the Deputy Speaker, Hon Lumsambani Mijah Dilli that the House should summon the Banks manager of UBA and Zenith Bank to appear before the House, Tuesday morning,explaining to the people of Adamawa why the salaries delay.
Dilli who is representing Demsa constituency said Zenith Bank and UBA have crossed their borders,calling for a sanction to the Banks by not doing business with them.
“They are inhumanly punishing the people of Adamawa state, we should invite the banks to tell us why they have not been paying the salaries.” He said
